Joint Head of Contracts
Details Jobs & Training Legal & Paralegal :
The post holder will be required to:- 1. Ensure the legality of decision making within the post-holder’s area of responsibility including advising on and preparing Executive and committee reports. 2. Attend Executive and committee meetings as required. 3. Give proactive high level advice to the Council, the Executive, committees, members and officers and other clients and promote a proactive approach to the provision of legal advice and assistance to meet the needs of the client. 4. Prepare complex contracts and documentation and deal with complex casework. 5. Give expert advice within the areas of responsibility of the post and in particular on contracts, procurement, contract related employment issues, partnerships, Best Value and Capital Finance. 6. Contribute to the management of the Commercial Team and Legal and Democratic Services as a whole and contribute to the delivery of the corporate agenda. 7. Undertake specific projects of a corporate or legal or management nature and lead or participate in the work of corporate policy groups and working groups. 8. Provide strategic and high level input into the Council’s policies and strategies. 9. Be responsible for the appointment and management of staff within the Contracts team and their performance, discipline, health and safety, training and development. 10. Negotiate with clients in relation to service levels, volumes of work, standards and payment 11. Formulate service plans and performance targets and monitor performance and service delivery against those plans and targets 12. Manage both financial and staffing resources so as to obtain value for money 13. Provide training and briefings for officers, members and on issues of law and practice arising within the remit of the job 14. Manage the procurement and performance of external firms providing services to clients 15. Deputise for the Deputy Borough Solicitor and the Borough Solicitor when necessary 16. Carry out any other duties as may be required, within the general remit of the job
